here is our letter to the council about Ward action Planning
Whalley Range Ward Climate Action plan is produced by the council. Its really a job plan for the busy climate officers. the plan can be viewed at https://www.manchester.gov.uk/directory_record/469626/whalley_range
WRCAG has sent this letter regarding our ward plan which was produced without local consultation. It reads
Dear Cllr Rawlins (the climate lead member)
We believe that the plan would be more accurately and should be called the Officers Ward Action Plan as it does not relate to action overall on climate issues in the ward, which can be seen in the new website drawing various initiatives in one place https://wrceag.org/ .
The plan illustrates the dependence of the officers on local groups in order to do Climate Change work and we find it hard to understand why the Plan was not overtly informed by asking us what actions we intend to take and what support we will require .
We appreciate the role of officers in keeping us informed including details of the small pots of money available. We ask that plans do not to take credit for work which we have done. For example we have already developed our tree plan.
We have looked at some other ward action plans eg Moss Side and Moston and noted they are more specific about the actions that will be taken; we would welcome this in a Whalley Range plan.
We are very concerned that despite the great clean air work taking place in Whalley Range involving many organisations and people it is not having the impact we want to see on improving air quality and our health and reducing hospital admissions for respiratory problems and the impact on the climate. While we support the improvement of the Bee Network we know a lot more action is needed.
Let's Talk Clean Air will be launching a campaign in the Autumn which includes consultation and campaigning on ;
Make the Bee Network Better for Whalley Range
Making walking, cycling and wheeling as the easiest and safest choice for short journeys.
Safer and Healthier Streets
We would appreciate officers support on our initiatives; including but not only possible funding; we may also need them to ensure our voices are heard loud and clear with decision makers like yourselves
For your information, we plan to work with others to produce a ‘green routes’ map of the area which relates to your objective to promote walking routes in Whalley Range. Also, your plan to support delivery of permanent school streets tallies with our objectives to campaign for the ANPR (automatic number plate recognition) cameras planned for school streets at Manley Park and Our Lady’s Primary Schools to be installed and in use before the end of this year.
We would like your comments on:
Renaming the plan to more accurately reflect what it is
Your intentions about how we should be involved in drawing up future plans and whether you want them to continue to be plans of the role of officers or ward action plans
How officers can support the forthcoming Let's Talk Clean Air Campaign; we will be sending more details soon
We will look forward to hearing from you

This important film about the climate emergency will be shown at many locations. Our local ones include
Carlton Club Whalley Range at 7PM on July 22nd 2026 and August 4th 2026.
In November last year a National Emergency Briefing (NEB) was held in Westminster in which the UKs top scientists and doctors gave a briefing on the implications of climate and nature breakdown for health, food systems, national security and the economy to 1,200 MPs and other decision-makers, calling for a response.
A new film called the People’s Emergency Briefing has been released to ensure the nation is fully briefed on the scale of the climate and nature crisis, explaining the situation the nation is in and equip people with how to take action. The briefing is action‑focused and highlights the choices ahead and the role individuals, communities, and institutions can play in shaping what comes next.
Come along and share this with your friends! Our future depends on actions.

During term time volunteers help to steward the School Street on College Road M16. The road is closed to through traffic between 0815am and 9 am and between 1445 and 1530pm. This reduces the level of pollution that children experience and promotes walking and cycling to school. The street is safer for children without cars at drop off and pick up time.
